Carmen MacDougall

Communications Director

Carmen MacDougall has more than 20 years of experience in public affairs and marketing in the private, public and nonprofit sectors.

She was vice president for communications at the Carnegie Endowment for International Peace for more than six years, serving as a member of the five-person senior management team, in addition to overseeing strategic communications initiatives, the information technology department and the library.

She joined the Endowment, after serving in a number of roles at the U.S. Department of Energy, including deputy assistant secretary for communications. There, Ms. MacDougall provided senior communications counsel to the Energy Secretary in the areas of energy, national security, environmental cleanup, and science and technology.

Prior to government service, she was vice president with Ogilvy Public Relations Worldwide, where she designed communications programs for a range of clients. Campaigns ranged from award-winning consumer marketing and public education to grassroots lobbying and government affairs. Earlier, she was with The Kamber Group, providing communications support primarily to labor unions and nonprofit organizations. She also has worked as a freelance writer, including for US News & World Report’s annual review of colleges and universities.

Ms. MacDougall has a B.A. in English from Amherst College. She is the vice chair of the Advisory Board of the Institute for Conflict Analysis and Resolution at George Mason University.
